应对高温胁迫的老龄化社区热适应性规划治理框架

摘要 老龄人群面对高温热浪具有较高的脆弱性。在社区尺度提升老龄群体应对高温热浪风险的热适应性能力,是当前人口老龄化与气候变暖趋势下有效可行的路径之一。通过探讨国内外社区及老龄化社区热适应性举措,指出我国现阶段应对高温胁迫的举措中,社区尺度的老龄化规划工具、实施引导均不足。对此,研究基于老龄化社区热适应性生活圈构建和老龄化社区热适应性规划实施路径、老龄化社区热适应性治理等3方面,尝试构建老龄化社区热适应性规划与治理框架,并分别阐述3者如何使老龄化社区实现热适应性规划与治理的系统性方法。文章认为该框架具备可操作性与实施便捷性,希望该框架的提出能够为人口老龄化背景下的气候适应性社区相关理论与实践提供参考。 Older populations have higher vulnerability to high-temperature heat waves.Enhancing the thermal adaptive capacity of the aging population to cope with the risk of high-temperature heat waves at the community scale is one of the effective and feasible paths under the current trend of population aging and climate warming.By exploring domestic and international community and aging community heat adaptation initiatives,it is pointed out that community-scale aging planning tools and implementation guidance are insufficient in the current stage of China's initiatives to cope with high-temperature stress.In this regard,the study attempts to construct a framework for heat-adaptive planning and governance in aging communities based on the three aspects of heat-adaptive living circle construction in aging communities,heat-adaptive planning and implementation paths in aging communities,and heat-adaptive governance in aging communities,and describes how each of the three can enable aging communities to realize a systematic approach to heat-adaptive planning and governance.This paper argues that the framework is operable and easy to implement,and hopes that the proposed framework can provide reference for the theory and practice related to climate-adaptive communities in the context of population aging.
