新时期城乡历史文化保护传承体系构建探索

AN EXPLORATION ON THE CONSTRUCTION OF URBAN AND RURAL HISTORIC AND CULTURAL PROTECTION AND INHERITANCE SYSTEM IN THE NEW ERA

中华文明是人类历史上唯一绵延5000多年至今未曾中断的灿烂文明。以历史城镇村为代表的活态遗产蕴含着独特的思想观念、精神价值和创造力,是中华民族生生不息的历史见证。构建“空间全覆盖、要素全囊括”的城乡历史文化保护传承体系是全面展现文明历程、坚定文化自信,破解当前保护传承问题和困境的必然选择。立足于中华文明发展脉络“千年一脉”“天人合一”“多元一体”的基本特征,从大历史观、整体观、系统观的视角提出遗存的完整保护、全面保护、统筹保护等整体保护策略,进而构建“分级管理、分类要求、分省指引”的保护传承体系实施管理框架,以期能为新时期城乡高质量发展和文明薪火相传引发有益的思考。

The Chinese civilization is the only splendid civilization in human history that has lasted for more than 5,ooo years without interruption.The living heritage represented by historic towns and villages contains unique ideas,spiritual values and creativity,and is the witness of the Chinese nation's endless growth in history.Building a system of protection and inheritance of urban and rural history and culture that covers all the space and all the elements is an inevitable choice to fully demonstrate the history of civilization,strengthen cultural confidence,and solve the current problems and difficulties of protection and inheritance.Based on the basic characteristics of"the same spirit over a thousand years","unity of nature and man",and"diversity and unity"of thedevelopment of Chinese civilization,this paper proposes overall protection strategies such as complete protection,comprehensive protection,and coordinated planning protection of the remains from the perspectives of grand historic view,holistic view,and system view,and then builds the implementation management framework of the protection and inheritance system with"hierarchical management,classification requirements,and provincial guidance".It is hoped that the paper can provide useful thinking for the high-quality development of urban and rural areas and the inheritance of civilization in the new era.
