关于构建城乡历史文化保护传承标准体系的思考

REFLECTIONS ON THE STANDARD SYSTEM OF CHINA'S URBAN AND RURAL HISTORIC AND CULTURAL CONSERVATION AND INHERITANCE

在我国历史文化名城保护制度建立40年之际,系统梳理了现行城乡历史文化保护传承领域的国家标准、行业标准、地方标准和团体标准,分析现行标准数量类型不足、适用性较低等突出问题,通过落实最新中央文件关于“强化城乡建设与各类历史文化遗产保护工作协同,加强制度、政策、标准的协调对接”等具体要求,从顶层设计角度出发,提出在城乡建设领域以“全要素、全流程”保护为基本策略,加快构建我国城乡历史文化保护传承标准体系,并针对普查、规划、保护利用、更新实施、防灾减灾等保护传承的各个流程提出技术标准的起草建议。

The year 2022 marks the 40^(th) anniversary of establishing the conservation system of China's historic and cultural cities.Through systematically summarizing the current national standards,industrial standards,and local and institutional standards,this article analyzes the common problems and actual needs of the standard system of China's urban and rural historic and cultural conservation.In addition,byimplementing the specific requirements of the latest central document on"strengthening the coordination between urban and rural construction and various types of historic and cultural heritage conservation works,and promoting the coordination and conection of systems,policies,and standards",and-taking"all-elements and all-processes"conservation as the basic starting point,the article puts forward some thoughts on the construction of the standard system of urban and rural historic and cultural conservation and inheritance in China.Finally,the article proposes drafting suggestions for technical standards from various processes of conservation such as census,planning,conservation and utilization,urban renewal implementation,and disaster prevention and reduction.
