International comparison of the policies on increasing fertility

受到经济社会因素的影响,尽管中国实施了新的生育政策,但育龄夫妇生育意愿仍然较低,中国生育率进入极低水平。构建支持性政策措施,营造良好的社会经济环境,促进政策间的配套衔接显得十分必要。因此,本文比较了亚洲的韩国、日本、新加坡及欧洲的法国、德国、瑞典和俄罗斯共7个国家的鼓励生育措施及措施的实施效果,为我国生育支持政策及相关社会公共政策的完善提供理论参考。

Affected by economic and social factors,Chinese fertility desire decreased which resulting in the low fertility rate,although China had implemented a new fertility policy.It is necessary to build supportive policies,create good social and economic environment,and promote the coordination and connection between policies.This paper compared the measures to encourage fertility and their implementation effectiveness in seven countries,including South Korea,Japan,Singapore,France,Germany,Sweden and Russia,providing reference for the improvement of China’s fertility support policies and related social public policies.
