电网物资供应商制造体系评估模型构建与应用

摘要 物资供应的稳定和高效对于确保电力供应和电网运行的可靠性、安全性和可持续性具有不可替代的重要作用。作为电网工程建设必要材料、设备和技术支持的提供者,物资供应商在产品质量、合同履约等方面时有不良行为产生。同时外部环境的不确定性、以往电网物资供应商评价模式落后等问题,严重制约了电网的安全和快速发展。为了快速识别电力物资设备运行保障中的薄弱环节,及时制定应对措施,提升供应商的响应速度,从而增强电力物资保障能力,本研究首先在先前的供应商评价工作基础上,建构了涵盖物资类和服务类供应商的制造体系评估三级指标体系库;其次,详述了评估指标权重的确定和计算方法,以更准确地反映各项评估指标的特点;最终,通过案例演示构建了物资供应商制造体系评估模型,验证了评估模型的有效性和科学性,进一步验证了该评估方法的实用价值。 The stability and efficiency of material supply play an irreplaceable important role in ensuring the reliability,safety,and sustainability of power supply and grid operation.As a provider of necessary materials,equipment,and technical support for power grid engineering construction,material suppliers often engage in misconduct in product quality,contract performance,and other aspects.At the same time,the uncertainty of the external environment and the outdated evaluation model of power grid material suppliers have seriously constrained the safety and rapid development of the power grid.In order to quickly identify the weak links in the operation and support of power supply equipment,develop timely response measures,improve the response speed of suppliers,and enhance the power supply support capability,this study first constructs a three-level index system library for manufacturing system evaluation covering both material and service suppliers based on previous supplier evaluation work.Secondly,the method for determining and calculating the weights of evaluation indicators was elaborated to more accurately reflect the characteristics of each evaluation indicator.Finally,a material supplier manufacturing system evaluation model was constructed through case demonstrations,verifying the effectiveness and scientificity of the evaluation model,and further validating the practical value of this evaluation method.
