Ideas and Key Tasks of Regional Transportation Planning in Provincial Territorial Space Planning

区域交通体系是支撑省域国土空间开发保护格局的骨架,是省级国土空间规划的主要内容和审查要点。从规模约束、用途管制、低碳转型3个方面分析区域交通发展面临的新挑战;结合省级国土空间规划的战略性、约束性、综合性、协调性特点,从扭转扩张路径、加强空间协同、转变粗放模式3个方面总结区域交通规划思路的要点,梳理出省级国土空间规划中区域交通规划的重点任务,并提出适应资源环境紧约束的区域交通规划方法,为省级国土空间规划的编制和实施传导机制的构建提供参考。

The regional transportation system serves as the linchpin for shaping and safeguarding the development and protection framework of provincial territorial space.It stands as the cornerstone and a top-priority consideration in provincial spatial planning reviews.The fresh challenges confronting regional transportation development are examined through three distinct lenses:the limitations on scale,control on usage,and the imperative for a low-carbon transition.The key principles for reshaping the approach to regional transportation planning are outlined by aligning with the strategic,regulatory,comprehensive,and collaborative attributes of provincial territorial spatial planning.These encompass redirecting the expansion trajectory,strengthening spatial coordination,transitioning from an extensive mode,and exploring adaptive responses.The principal tasks of regional transportation planning within the context of provincial territorial space are outlined,and strategies that align with the constraints of limited resources and environmental considerations are proposed.Valuable insights for the formulation of provincial territorial spatial planning and the mechanisms necessary for its successful implementation are also proposed in this paper.
