面向实施的历史文化街区保护利用专项规划编制路径探讨——以苏州五卅路历史文化街区为例

Implementation Oriented Special Planning for the Protection and Utilization of Historical and Cultural Districts:A Case Study of Wusa Road in Suzhou

通过分析历史文化街区保护利用的现状特征与实施问题,总结现有以历史文化街区保护规划为核心的实施体系在规划的可操作性与指导性、运营的即时性与专业性、设计的精确性与引导需求等方面存在的问题,探讨建构“规划—运营—设计”的互动校核关系及“上游—下游”实施衔接的专项规划编制路径的需求。在此基础上,结合苏州五卅路历史文化街区的实践,从“保护优先—运营先导—设计跟进”的内容统筹、“向上衔接汇总—向下一站服务”的实施流程两方面探索面向实施的历史文化街区保护利用专项规划编制路径,为如何有效加强城乡建设中历史文化的保护与传承提供实践参考。

Based on the analysis of the status quo and implementation problems for historic and cultural districts in conservation and utilization,the challenges of the implementation system centered on the conservation planning of historic and cultural districts in terms of feasibility and illustration of planning,timeliness and professionalism of operation,and precision and guidance needs of design are pointed out,and the need of the interactive verification relationship of"planning-operation-design"and the planning connection between"upper planning and low implementation"is discussed.On this basis,with the practical experience of Suzhou Wusa Road historical and cultural district,the content coordination of"conservation priority-operation guidance-design accompaniment",and the implementation process of"upper integrating requirements-lower one-stop service"is explored,concludes the implementation-oriented path of special planning for the conservation and utilisation of historical and cultural districts and provides practical references on how to effectively strengthen the protection and inheritance of historical and cultural heritage in urban and rural construction.
