云南省农业绿色发展水平评价指标体系构建及测算

摘要 云南作为高原特色现代农业大省,加快推进农业绿色发展是促进云南省农业高质量发展的重要环节。通过构建云南省农业绿色发展综合评价指标体系,测算研究区2011—2021年农业绿色发展水平,揭示云南省农业绿色发展的趋势特征与地区差异。将资源节约、环境友好、生态保育、质量高效设置为测量评估云南省农业绿色发展水平的4个一级指标,在一级指标的基础上设立了13个二级指标,通过数据收集、整理并分析云南省农业绿色发展水平。结果表明,研究期内云南省农业绿色发展水平总体呈上升趋势,以曲靖、楚雄、文山、大理为代表的地、州、市农业绿色发展综合得分处于领先水平,德宏、迪庆农业绿色发展水平相对靠后,后续发展空间较大;一级指标中质量高效、资源节约、环境友好三个方面得分相对较高,生态保育得分相对较低。据此,建议云南省下一步应该把重点放在生态环境保护上来,从政府政策、环境治理和绿色标准制定三个方面着手考虑发展对策,形成合力,促进云南省农业绿色更好发展。 Yunnan is a large province of modern agriculture with plateau characteristics.Accelerating the green development of agriculture is an important link to promote the high quality development of agriculture in Yunnan Province.By constructing the comprehensive evaluation index system of agricultural green development in Yunnan Province,the agricultural green development level in the study area from 2011 to 2021 was estimated,and the trend characteristics and regional differences of agricultural green development in Yunnan Province were revealed.Resource conservation,environmental friendliness,ecological conservation,quality and high efficiency were set as four first-level indicators to measure and evaluate the agricultural green development level of Yunnan Province,and 13 second-level indicators were set up on the basis of the first-level indicators.Through data collection,collation and analysis of the agricultural green development level of Yunnan Province,the results show that the agricultural green development level of Yunnan Province is on the rise.The comprehensive score of agricultural green development of cities and municipalities represented by Qujing,Chuxiong,Wenshan and Dali is at the leading level,while the agricultural green deve-lopment level of Dehong and Deqing is relatively low,with a large space for future development.In the first index,the scores of quality efficiency,resource saving and environmental friendliness are relatively high,while the scores of ecological conservation are relatively low.Therefore,suggestions that Yunnan Province should focus on ecological environmental protection in the next step,and consider development countermea-sures from the three aspects of government policy,environmental governance and green standard formulation to form a joint force to promote the better development of agricultural green in Yunnan Province are put forward.
