Higher Education Promoting Effective Link Between Poverty Alleviation and Rural Revitalization:Mechanism of Action and Optimization Path

高等教育作为推动社会发展的重要力量,对促进脱贫攻坚与乡村振兴的有效衔接具有积极作用。高等教育促进脱贫攻坚与乡村振兴有效衔接的理论依据逻辑是于外在赋能中实现内在增能,其作用机理是通过高等教育赋能增强农民个体的人力资本积累、提高农村基层组织的执行能力和提升农村社区的治理水平,进而从根本上巩固脱贫攻坚成果,接续推进乡村全面振兴,走向共同富裕。然而,当前在高等教育促进脱贫攻坚与乡村振兴有效衔接过程中,仍面临着一些困境。有鉴于此,应通过强化高等教育赋能农民主体发展内生性、基层组织建设公共性以及乡村社区治理专业性等多元化路径来予以解决。

Higher education,as an important force in promoting social development,plays a positive role in promot‐ing the effective connection between poverty alleviation and rural revitalization.The theoretical basis for the effec‐tive connection between higher education in promoting poverty alleviation and rural revitalization is to achieve inter‐nal empowerment through external empowerment.Its mechanism is to enhance the accumulation of human capital of individual farmers,improve the execution ability of rural grassroots organizations,and enhance the governance level of rural communities through higher education empowerment,thereby fundamentally consolidating the achievements of poverty alleviation,continuing to promote comprehensive rural revitalization,and moving towards common pros‐perity.However,there are still some difficulties in the effective connection between poverty alleviation and rural revi‐talization promoted by higher education.In view of this,it should be addressed through diversified paths such as strengthening the endogeneity of empowering farmers in higher education,promoting the public construction of grassroots organizations,and professionalizing rural community governance.
