基于“五链”融合视角的甘肃特色农产品及食品加工产业发展研究——以安定区马铃薯产业为例

Research on the Development of Characteristic Agricultural Products and Food Processing Industry in Gansu Province from the Perspective of “Five Chain”Integration: A Case Study of Potato Industry in Anding District

甘肃省是特色农业大省,不断推进特色农产品及食品加工产业“五链”融合发展,是实现农业大省到农业强省转变的重要举措。甘肃省部署包括安定区马铃薯产业带在内的特色农产品及食品加工产业全面实施产业链链长制,马铃薯产业发展成效显著,“五链”融合初见成效。在此基础上,深化马铃薯产业“五链”融合产业生态建设,针对马铃薯产业链融合发展中存在的问题,通过完善推进马铃薯产业“五链”融合发展的政策安排,切实发挥政府“链长”和领军企业“链主”作用,加强大、中、小企业联动融通,完善支撑产业发展的人才体系,建全有利于产业融合发展的金融机制,不断推进甘肃特色农产品及食品加工产业稳定、高效发展。

Gansu Province is a major agricultural province with distinctive characteristics.Continuously promoting the integration and development of the“five chains”of characteristic agricultural products and food processing industries is an important measure to achieve the transformation from a large agricultural province to a strong agricultural province.The province of Gansu has initiated the comprehensive implementation of an industrial chain chief system for the specialty agricultural products and food processing industry,including the potato industry belt in the Anding District.Remarkable progress has been observed in the development of the potato industry,with the initial integration of the“five chains”showing promising results.Building upon this success,the province is now focusing on enhancing the ecological construction of the integrated“five chains”in the potato industry.Efforts are being directed towards addressing the existing challenges in the integrated development of the potato industry chain.This involves refining policies to promote the integrated development of the“five chains”in the potato industry.The roles of the government as the“chain leader”and the leading enterprises as the“chain owner”are being effectively utilized.Emphasis is placed on strengthening collaboration among large,medium,and small enterprises,alongside the enhancement of the talent system that supports industry development.Additionally,a robust financial mechanism conducive to the integrated development of the industry is being established.These collective endeavors aim to continuously foster the stable and efficient growth of Gansu’s specialty agricultural products and food processing industry.
