WTO Investment Facilitation Negotiations and China’s Choice

随着WTO投资便利化谈判进程的逐步推进,谈判进程中面临的利益不平衡困境逐渐突破。研究发现,中国之所以能够积极引领WTO投资便利化谈判进程,从结构性权力理论看,是因为中国拥有推进投资便利化谈判的生产结构和金融结构的结构性优势,同时中国适当搁置了生产结构的潜在挑战。本文引入国际政治经济学中的结构性权力理论,首先进行理论梳理并重新审视该理论在投资便利化谈判中运用的可能性,而后从结构性权力的视角加以分析;其次,考察中国设置并引领投资便利化议题的结构性权力理论支撑,同时也利用结构性权力分别从生产结构、安全结构和金融结构角度分析谈判过程中的主要分歧提案;最后,本文提出中国以结构性权力理论引领投资便利化谈判的主张和政策建议。

With the gradual advancement of the WTO investment facilitation negotiation process,the dilemma of balancing interests faced in the negotiation process has not been alleviated.This paper finds that China can actively lead the WTO investment facilitation negotiation process because,starting from structural power theory,China has the production structure and financial structure to advance the investment facilitation negotiations,while China appropriately sets aside the potential challenges of the production structure.This paper introduces the structural power theory in international political economy,firstly,to theorise and re-examine the possibility of applying the theory in the investment facilitation negotiations,and then to analyse it from the perspective of structural power.Secondly,to examine the structural power theoretical underpinnings of China’s setting and leading the investment facilitation issues,and also to use structural power to analyse the main divergent proposals in the negotiation process,respectively in terms of production structure,security structure and financial structure.Finally,China’s propositions and policy recommendations for using structural power theory to lead the negotiations on investment facilitation are presented.
