数字公民教育提升数字素养与技能:模式、路径与实践 被引量:6

摘要 数字中国建设离不开具有高素养和高技能的数字人才,这也是《提升全民数字素养与技能行动纲要》(简称《行动纲要》)中提到的人才培养目标。目前国内对数字素养与技能的研究较少,缺乏对这一新概念的探究。该文认为,数字公民教育目的是培养合格数字公民,可借助实施数字公民教育提升数字素养与技能。为此,该文从实施原则、实施模式、实施路径等方面深入论述了如何结合我国国情实施数字公民教育。在此基础上,重点介绍了基础教育和高等教育中利用数字公民教育推进数字素养与技能提升的实践案例,以期为数字中国建设任务的顺利实施保驾护航,为《行动纲要》的有效落实提供理论与实践指导。 The construction of Digital China relies heavily on digital talents with high literacy and skills,which is also the talent cultivation goal mentioned in the Action Plan for Improving Digital Literacy and Skills for All People(Action Plan for short).At present,there is little research on digital literacy and skills in China,and there is a lack of exploration of this new concept.The article believes that the purpose of digital citizenship education is to cultivate qualified digital citizens,and the implementation of digital citizenship education can enhance digital literacy and skills.Then,from the implementation principles,implementation models,implementation paths and other aspects,this paper discusses how to implement digital citizenship education for the whole people based on China's national conditions.On this basis,it focuses on discussing the practical cases of using digital citizenship education to promote digital literacy and skills in basic education and higher education,with a view to ensure the smooth implementation of the construction of Digital China and provide theoretical and practical guidance for the effective implementation of the Action Plan.
