城乡融合背景下村级工业园改造提升规划研究——以广东省佛山市南海区村级工业园为例

村级工业园作为低效利用的存量空间,是实现城乡融合和可持续发展的重要路径。南海区村级工业园改造提升是广东省佛山市南海区创建全省城乡融合发展改革创新实验区的抓手,是实现城乡高品质和可持续发展的重要命题。本文以南海区村级工业园改造提升的规划实践为例,在分析“工改工”改造存在动力不足和土地历史遗留问题的基础上,提出完善“工改工”改造动力机制、探索利益平衡的政策机制和多种形式的土地整备模式等改造策略建议,以期为存量工业园改造提升提供借鉴和参考。

As an inefficient utilization of existing space,village level industrial parks are a development constraint for achieving urban-rural integration and sustainable development.The renovation and upgrading of Nanhai Village level Industrial Park is the key to creating a Guangdong Province urban-rural integration development reform and innovation experimental zone in Nanhai,and an important proposition for achieving high-quality and sustainable urbanrural development.Taking the planning practice of the transformation and upgrading of village level industrial parks in Nanhai District as an example,this paper,based on the analysis of the lack of power and the problems left over by the land history in the transformation of"industry to industry",puts forward suggestions on improving the dynamic mechanism of the transformation of"industry to industry",exploring the policy mechanism of interest balance,and various forms of land consolidation models,so as to provide reference for the transformation and upgrading of existing industrial parks.
