天台县国家森林城市建设总体布局和现状分析

Analysis on the Overall Layout and Present Situation of National Forest City Construction in Tiantai County

为探讨增强天台县城市和城市周边森林服务功能,维护森林生态安全,优化森林城市布局,推动森林城市建设高质量发展对策,为我国森林城市建设管理提供借鉴。以天台县资源概况做数据支撑,采用综述的方法,梳理县域森林城市总体布局和空间布局,并系统分析了其建设优势及存在的问题和制约因素。结果表明:天台县区位优势突出,县域绿地面积766.91 hm^(2),森林覆盖率达69.63%,林木绿化率达70.44%,自然资源丰富,森林生态产业发展兴旺,创森氛围浓厚。规划构建“一核、一环、两屏、四带、多点”的县域总体布局框架体系,确定“两心一片,一环多园,八带多轴多点”的中心城区空间布局。目前,建成区绿地面积不大(绿地覆盖率为42.98%),全县道路绿化率较低(81.62%),森林蓄积量低于全国均量(49.11 m^(3)/hm^(2)),宜绿空间和森林质量有待加强。天台县创建国家森林城市已具有一定的基础,大部分指标现状已达到国家森林城市的标准要求,但建成区绿地系统和建设机制仍需加强完善;宜绿空间有待开拓;乡镇绿化有待提高;森林质量有待提升。随着新城区向西拓展,加快公园后期建设,挖掘新城绿地开发潜力;平衡城乡绿化差距,加快乡镇大型绿地建设,均衡县域森林分布;规划健康森林建设措施,进一步提高森林蓄积量和森林景观质量,以加快推进国家森林城市建设任务。

This paper explores the countermeasures to enhance the forest service function of Tiantai County and its surrounding cities,maintains forest ecological security,optimizes the layout of forest cities,and promotes the high-quality development of forest cities,so as to provide a reference for the construction and management of forest cities in China.Based on the data support of resource overview in Tiantai County,this paper uses the method of summary to sort out the overall layout and spatial layout of the county forest city,and systematically analyzes its construction advantages,existing problems and constraints.Tiantai County has prominent location advantages,with 766.91 hectares of green land,69.63% forest coverage rate,70.44% forest greening rate,rich natural resources,flourishing forest ecological industry and strong atmosphere of forest creation.The overall layout framework system of"one core,one ring,two screens,four belts and multiple points"is planned and constructed,and the spatial layout of the central urban area of"two centers,one ring,multiple parks,eight belts,multiple axes and multiple points"is determined.At present,the built-up area of green space is not large(green space coverage rate is 42.98%);the county's road greening rate is low(81.62%);the forest stock volume is lower than the national average(49.11 cubic meters/hm^(2)),and the quality of green and forest needs to be strengthened.The establishment of national forest city in Tiantai County has a certain basis,and most of the indicators have reached the standard requirements of national forest city,but the green space system and construction mechanism of built-up areas still need to be strengthened and improved.Green space needs to be developed;Township greening needs to be improved;Forest quality needs to be improved.With the westward expansion of the new urban area,the late construction of the park should be accelerated to tap the development potential of the green space of the new city;the gap between urban and rural greening should be balanced;the construction of large green areas in towns and villages should be accelerated and the distribution of forest in counties should be balanced;healthy forest construction measures should be planned and forest stock and forest landscape quality should be further improved in order to accelerate the national forest city construction task.
