档案开放利用及相关概念辨析

Discrimination and Analysis of the Openness and Utilization of Archives and Related Concepts

本文从理论研究和实务两个方面着手,采用文献与数据分析结合的方法,通过文献数据、法律规制、规划任务和统计指标四个维度,对档案开放利用词间的关联性,关联的方向、强度、影响,日后研究的要点与思路进行探讨。研究发现档案开放与档案利用是两个相关但彼此独立的问题,两者间的相关性正向但强度一般,应当将档案开放和档案利用分别进行研究。研究档案开放时应当厘清有限与无限、理论与实际、主体与客体、开放与封闭、情报与档案的不同。研究档案利用时应当弄懂抽象与具体、馆藏与室藏、相关与无关、权属与需要、图书与档案的差异。

This paper probes into the relevance,direction,intensity and influence of the words used in archives opening and utilization,as well as the key points and ideas of the future research,from both theoretical research and practical aspects,with the method of combining literature and data analysis,through four dimensions of literature data,legal regulations,planning tasks and statistical indicators.It is found that the openness and utilization of archives are two related but independent issues,with a positive but moderate correlation.Therefore,separate studies should be conducted.When studying the openness of archives,it is necessary to clarify the differences between finiteness and infiniteness,theory and practice,subject and object,openness and closeness,intelligence and archives.When studying the utilization of archives,it is necessary to clarify the differences between abstract and concrete,library collections and office collections,relevance and irrelevance,ownership and needs,books and archives.
