Theory,Reality and Path:The Construction of the Unified National Market Boosted by Hub Economy

作为区域经济发展的新样态,枢纽经济以其高效的要素资源流动、增值和扩散效应,在落实区域协调发展战略、助推全国统一大市场建设中有着独特作用。交通便利性、要素积聚性、经济开放性和规则引领性是枢纽经济的基本特征和价值取向,在很大程度上决定了枢纽经济助推全国统一大市场建设的运行机理,包括打造产业发展平台、推动区域市场融合、促进国内市场规则统一等。当前,在枢纽经济推动全国统一大市场建设过程中,我国还存在枢纽经济带动效应弱、现代流通体系不完善、局部市场边界阻隔明显、市场统一规则建设滞后等问题。因此,需从优化枢纽经济整体规划和布局、推动枢纽偏好型产业高质量发展、强化枢纽经济和流通基础设施建设、规范市场运行秩序和制度规则等方面入手,推进全国统一大市场建设。

As a new pattern of regional economic development,the hub economy plays a unique role in implementing the regional coordinated development strategy and boosting the construction of the unified national market,with its efficient flow,value-added and diffusion effects of element resources.Transportation convenience,factor accumulation,economic openness and rule leading are the basic characteristics and value orientations of the hub economy,which to a large extent determines the operation mechanism of the construction of the unified national market boosted by hub economy,including building industry development platform,advancing regional market integration,promoting the domestic market rules unified,etc.However,it should also be noted that in the process of promoting the construction of the unified national market,there are still difficulties in China,such as weak driving effects of the hub economy,imperfect modern circulation systems,obvious barriers of local market boundaries,and lagging construction of market unified rules.It is necessary to optimize the overall planning and layout of the hub economy,promote the high-quality development of the hub-preferred industries,strengthen the construction of the hub economy and circulation infrastructure,standardize the market operation order and institutional rules to advance the construction of the unified national market.
