新时代治边稳藏战略与乡村振兴有效衔接的治理路径探析

“治边稳藏”作为新时代党的治藏方略的重要组成部分,需要特殊的治理手段和治理能力支撑。脱贫攻坚和乡村振兴为治边稳藏战略贡献了治理成果与治理经验,也为进一步完成治边稳藏战略任务提供治理手段。随着乡村振兴“五大振兴”任务全面铺开,需要更有针对性地开展治边稳藏战略与乡村振兴的衔接工作。习近平总书记“抓好稳定、发展、生态、强边四件大事”的重要指示,为做好相关工作指明了方向,提供了根本遵循。

As an important part of the Party’s strategy of governing Tibet in the New era,governing the borders and stabilizing Tibet need the support of special governance measures and capabilities.The implementation of poverty alleviation and rural revitalization has contributed achievements and experience to this strategy,and also provided governance measures for further task.As the“five major revitalization”tasks of Rural Revitalization are comprehensively carried out,it is necessary to make more targeted efforts to link governing the borders and stabilizing Tibet with rural revitalization.General Secretary Xi Jinping has pointed out“focusing on the four major tasks:stability,development,ecology and strengthening borders”,which is a fundamental guideline for the work in this regard.
