史密斯模型视角下乡村危房改造政策执行困境研究——以广西某县为例

为保障乡村低收入群体的住房安全,推进脱贫攻坚与乡村振兴有效衔接,广西持续推行乡村危房改造政策。广西某县在全区乡村危房改造工作中通过增加补助金额等措施减轻贫困户建房负担,推动了政策实施并取得了良好成效,但是还存在一些问题阻碍了政策的有效实施。本文从史密斯模型理论视角出发,从政策文本、执行机构、目标群体、执行环境四要素提炼出广西某县乡村危房改造政策执行困境,并分析原因,进而提出破解的对策。

In order to ensure the housing safety of low-income groups in rural areas,promote the effective connection between poverty alleviation and rural revitalization,Guangxi continues to implement the policy of renovating dilapidated rural houses.In the renovation of dilapidated rural houses in Q County,Guangxi,measures such as increasing subsidies have been taken to reduce the burden of poor households building houses,promoting policy implementation and achieving good results.However,there are still some problems that hinder the effective implementation of the policy.Starting from the perspective of Smith's model theory,this article extracts the implementation difficulties of rural dilapidated housing renovation policies in Q County,Guangxi from the four elements of policy content,executing agencies,target groups,and implementing environment,so as to analyze the reasons and propose solutions to solve them.
