中国澳门历史城区及其缓冲区整体性保护策略研究

世界文化遗产中国澳门历史城区经过10多年的保护和发展已较为成熟,但针对其缓冲区的整体性保护才刚刚起步。文章以中国澳门历史城区缓冲区为切入点,系统梳理缓冲区基本概念,从缓冲区设立依据、划定原则入手,对历史街区及其缓冲区范围内景观、建筑、城市肌理的保护和管理进行深入研究,针对现状提出保护优先兼顾可持续发展,规划限制优化保护层级,政府主导鼓励多方共同参与和法律保障探索特色遗保之路的发展策略,同时也为国内历史街区整体性保护及缓冲区设定、保护与管理提供经验借鉴。

After more than 10 years of conservation and development,the Macao's Historic Centre,the world cultural heritage,has become more mature,while the overall conservation of the buffer zone has just started.Taking the buffer zone of the Macao's Historic Center as the starting point,this paper systematically combs the basic concept of the buffer zone,introduces the basis for the establishment of the buffer zone and the principles for its delineation,and conducts an in-depth study on the protection and management of the landscape,architecture and urban texture within the historic district and its buffer zone.In response to the current situation,it is proposed to prioritize protection while balancing sustainable development,plan and limit the optimization of protection levels,and encourage the government to lead and encourage joint participation and legal protection from multiple parties to explore the development strategy of characteristic heritage conservation.At the same time,it also provides reference for the overall conservation and buffer zone setting as well as protection and management of historical blocks in China.
