摘要
政策在我国义务教育阶段学生“减负”过程中发挥着重要作用,如何准确把握政策意图直接关系到政策的实践效能,而对政策意图的把握离不开对政策整体图像的研判。为此,着眼新世纪我国义务教育阶段学生“减负”政策,运用政策文本分析和社会网络分析方法,从政策文本的数量、类型分布、颁行机构和主题特征等维度进行定量刻画,进而从“减负”政策的时间节点与实践效用、“减负”政策的专门生产与法理效力、“减负”政策的配套体系与组合效率、“减负”政策的内容设定与明确执行等方面展开学理反思。旨在廓清新世纪我国义务教育阶段学生“减负”政策的图景,不断提升“减负”政策的解释力,最终以“减负”政策的实践效能彰显助推义务教育高质量发展。
Policy plays an important role in the process of"burden reduction"for Chinese students of compulsory education.How to accurately grasp the policy intention is directly related to the practical effectiveness of the policy,and the grasp of the policy intention is inseparable from the research on the overall image of the policy.Therefore,focusing on the text of the“burden reduction”policy for Chinese compulsory education in the new century,this paper applies the methods of policy text analysis and social network analysis to quantitatively depict the policy text from the dimensions of text quantity,type distribution,issuing institution and theme characteristics.Then,the theoretical reflection is carried out from the aspects of the time node and practical utility of the“burden reduction”policy,the special production and legal validity of the“burden reduction”policy,the supporting system and combination efficiency of the“burden reduction”policy,the content setting and clear implementation of the“burden reduction”policy.In this way,it aims to clarify the new century landscape of the“burden reduction”policy for Chinese students of compulsory education,continuously improving the explanatory power of the"burden reduction"policy and eventually promoting the high-quality development of compulsory education by highlighting the practical effectiveness of the"burden reduction"policy.
