Impact of technological progress on green development of resource-based cities in the Yellow River Basin

黄河流域资源型城市绿色发展对于实现流域生态保护和高质量发展具有重要作用,而技术进步是推动城市绿色发展的关键。研究基于2009-2019年黄河流域资源型城市面板数据,构建技术进步、资源禀赋及绿色发展效率分析框架,运用Super-SBM模型测度资源型城市绿色发展效率,检验技术进步对于绿色发展效率的影响,并探讨资源禀赋的调节效应。结果表明,黄河流域内资源型城市绿色发展效率呈现出先下降后上升的变化趋势,空间上具有明显的集聚特征;技术进步与资源型城市绿色发展效率存在显著正“U”型关系,对处于不同发展阶段、地理区域和环境规制强度的资源型城市该关系存在异质性;资源禀赋显著调节技术进步与绿色发展效率间的“U”型关系,且资源禀赋的调节作用与技术进步类型有关。研究有助于识别技术进步对于资源型城市绿色发展的具体影响及资源禀赋在其中作用,为资源型城市实现经济与环境协调发展提供启示。

The green development of resource-based cities in the Yellow River Basin has an important role to play in the achievement of the environmental protection,ecological quality improvement and high-quality development of the basin.As an important energy base and ecological barrier in China,it is crucial for the green development of the Yellow River Basin to the realization of my country's sustainable development.Technological progress,as the main way to transform the mode of economic development,can improve the efficiency of resource utilization and change the mode of production,which is the key to promoting the green development of resource-based cities.Considering that resource-based cities are characterized by rich resource endowments,after sorting out and summarizing the relevant theories and literature,the study constructs an analytical framework and empirical model of technological progress,re⁃source endowment and urban green development efficiency based on panel data of resource-based cities in the Yellow River Basin from 2009 to 2019,uses a non-radial,non-angle super slack-based-measure model that includes unexpected outputs to specifically measure the green development efficiency of resource-based cities in the Yellow River Basin during the study period,analyzes the spe⁃cific evolution of the green development efficiency of resource-based cities in the basin in time and space,examines the correlation between the technological progress and green development efficiency of resource-based cities,and discusses that the relationship be⁃tween technological progress and urban green development efficiency is heterogeneous among cities of different geographical locations,development stages and other types.On this basis,the particular moderating effect of resource endowment on the relationship between technological progress and green development efficiency of resource-based cities is discussed.Through the research,it is found that the green development efficiency of resource-based cities in the Yellow River Basin has a significant trend of fluctuating downward and then upward in time,and it has obvious clustering characteristics from the spatial perspective;there is a significant positive"U"shaped relationship between technological progress and the green development efficiency of resource-based cities in the Yellow River Basin,the relationship still holds after various robustness tests,but there is obvious heterogeneity in the relationship for resource-based cities at different stages of development,geographical locations of basin,and the intensity of government environmental regula⁃tion;resource endowments can significantly moderate the positive"U"shaped relationship between technological progress and the green development efficiency of watershed resource-based cities,to be specific,resource endowment enables to weaken the positive"U"shaped relationship between technological progress and green development efficiency,and the moderating effect of resource endowment is related to the type of technological progress.The study can be useful in identifying the specific impact of technological progress on the green development of resource-based cities in the Yellow River Basin,and the particular role of resource endowment,as a charac⁃teristic of resource-based cities,on the relationship between technological progress and the green development of resource-based cit⁃ies,which can provide important insights for resource-based cities to transform their economic development mode,get rid of path de⁃pendence,improve the efficiency of urban green development,and achieve the the coordinated development of resource-based city e⁃conomy and environment.
