南海渔港城镇发展的尺度重组与机制研究——以海南潭门镇为例

Scale rescaling and mechanism of the development of fishing port towns in South China Sea:A case study of Tanmen Town in Hainan Province

基于尺度建构动态性和能动性,探讨潭门渔港城镇发展历程中高低阶尺度间的权力互动,并通过建构“依赖”和“粘性”的概念,解析琼海市、潭门镇等地方低阶主体能动策略的尺度效应及其与尺度重组机制的关系。研究发现:潭门镇由“前重组阶段”向“过渡阶段”和“后重组阶段”过程转变是其与高阶尺度逐渐建立联结和调适的过程;潭门尺度重组过程是国家−区域−地方等不同高、低阶尺度主体结构性互动的结果,其中权力、资本与空间之间的交互逻辑是其核心机制;潭门镇尺度重组过程中,地方主体通过国族认同、空间营造和合作联盟,创造并释放出尺度间的“依赖粘性”,不断推动着尺度重组的良性循环。作为介于陆地与海洋之间的空间单元,潭门镇转型发展研究丰富了渔港城镇发展和尺度重组之间的研究内容和分析框架,对海南省滨海城镇化及发展模式自主探索具有借鉴意义。

Based on the dynamics and activity of scale construction,this paper discusses the interaction of power between higher and lower scales in the development of Tanmen fishing port towns.Tanmen Town,loc-ated in Qionghai City in the northeast of Hainan Province,is a fishing port town bordering the South China Sea.Since the Song and Yuan dynasties,Tanmen's main source of livelihood has been far-sea fishing.By con-structing the concept of"dependence stickiness",this paper discusses the scale effect of low-level agent's initi-ative strategy in Qionghai and Tanmen,and its relationship with the mechanism of scale reorganization.The results show that the transformation of Tanmen Town from"pre-restructuring stage"to"transition stage"and"post-restructuring stage"is a process of gradually establishing connections and adjusting with higher-order scale.The process of Tanmen scale reorganization is the result of the structural interaction of subjects of differ-ent high and low scales,such as state-region-local,among which the interactive logic among power,capital and space is the core mechanism.In the process of scale reorganization in Tanmen Town,the local subjects created and released the"dependence stickiness"between scales through national identity,space construction and co-operative alliance,and constantly promoted the virtuous cycle of scale reorganization.As a spatial unit between land and sea,Tanmen Town has enriched the research content and analysis framework between the develop-ment and scale reorganization of fishing port towns,and has a reference significance for the independent ex-ploration of coastal urbanization and development mode in Hainan Province.
