基于南水北调后续引江补汉工程典型实例,对开工前需要办理的20个要件进行全面探讨,总结出要件办理的全过程经验,包括强化顶层设计,相关部门高度重视,做好技术支撑,强化进度计划管理和重视宣传报道等,对要件交叉、边界条件难以明确等办理过程中存在的问题进行分析,提出相关建议,为推动水利工程前期工作提供借鉴和参考。

Taking the South-North Water Transfer Project’s follow-up project as an example,we thoroughly examine the 20 crucial aspects that require attention before commencing construction.Summarize the experience of the whole process of the management of the elements,including strengthening the top-level design,great attention of the related departments,technical support,strengthening the management of the schedule plan and paying attention to publicity and reporting,analyze the problems existing in the management process such as the crossing of the elements and the difficulty in clarifying the boundary conditions,and put forward relevant suggestions to provide reference and reference for promoting the preliminary work of water conservancy projects.
