规划水资源论证难点分析及实践思考

Analysis of difficulties and practical reflections in planning water resources demonstration

随着城镇化进程加快和工业化发展,各类水资源、水环境问题逐渐显现,水资源成为制约中国生产生活发展的重大因素。为实现水资源优化配置和水生态保护,促进经济社会可持续发展,通过系统梳理中国水资源论证体系发展过程,详细分析了规划水资源论证的重点和难点。针对规划水资源论证的必要性、论证重点、指标选择等问题,提出了一系列可操作性较强的指标和技术路径。以深圳市南山区某城市更新项目为例,介绍了进行规划水资源论证工作中的经验,包括水资源管控指标符合性、节水评价、实施影响分析。研究成果对于将规划水资源论证制度落到实处具有一定的参考意义。

With the progression of urbanization and industrialization,a variety of water resource and water environment issues were gradually emerging.Water resources have emerged as a significant constraint on the development of production and living standards for urban residents in China.To achieve the optimal allocation of water resources,safeguard water ecology,and promote sustainable economic and social development,this paper conducted a systematic review of the development process of China s water resource assessment system.It offered a comprehensive analysis of the key aspects and challenges.The paper put forward a series of practical indicators and technical pathways concerning the necessity,guiding priorities,and selection of indicators water resource assessments on plans.Taking an urban renewal project in Nanshan District,Shenzhen as an example,it introduced the experience in carrying out water resources planning demonstration work,including compliance with water resources control indicators,water conservation evaluation and implementation impact analysis.This research can provide valuable guidance on how to effectively implement the water resource assessment system in practice.
