新四军干部队伍建设的历史考察

Research on the Team Construction of Cadres and Talents in the New Fourth Army

抗战时期,为适应抗战急需,新四军坚持引进与培养并举、数量与质量并重,大力培养、选用干部人才。在干部教育培养方面,创办各类学校,大量培养干部,推动在职干部教育规范化、经常化,注重在岗位实践中提高干部素质。在吸收和使用知识分子方面,本着“来者不拒,一概收留”的原则招纳知识分子,“感化”与“转化”相结合,促进知识分子工农化,摈弃论资排辈的“资格主义”,发挥知识分子的专长。在执行党的干部政策方面,全面掌握干部“过去的斗争历史”和“现在的政治表现”,按照“任人唯贤”和“德才兼备”标准提拔、使用干部,遵循“善于爱护干部”的要求建立干部福利制度,为抗战胜利提供了有力的人才支撑。

During the War of Resistance against Japanese Aggression(19311945),the New Fourth Army insisted on recruiting and training of cadres and talents at the same time,paying equal attention to the quantity and quality,sparing no efforts in cultivating and deploying them to meet the urgent needs of the War.In terms of education and training of cadres,they set up various schools to cultivate a large number of cadres,to promote the standardization and regularization of in-service cadre training,focusing on improving the quality of cadres through practice.In terms of recruiting and deploying intellectuals,the N4A welcomed these people regardless of their history or background,adopting the methods of reforming and transformation,promoting the integration of intellectuals with the classes of peasants and workers.The Army selected and cultivated the talents on the basis of their specialty rather than seniority.In terms of the promotion and performance evaluation of cadres,the Army took into consideration both their past and present performance in the war and political struggles.They promoted and deployed cadres according to the standards of“appointing people on their merits”and“possessing both virtue and talent”,and established a welfare system meeting the requirement of“caring for cadres”,providing strong talent support for the victory of the Anti-Japanese War.
