摘要
为建立完善散粮集装箱多式联运过程安全生产管理体系,梳理散粮集装箱多式联运过程环节,对各环节不同作业工艺进行系统评估,通过预先危险性分析法(PHA)对联运环节人、物、环境、管理等因素的风险进行定性分析,结合危险因素导致事故发生的可能性和事故严重程度确定风险等级,并制定相应的防范措施,以期降低危险因素,避免和减少散粮集装箱多式联运过程事故的发生,为散粮集装箱多式联运全环节的安全生产管理体系建设提供依据。
In order to establish and improve the safety production management system of bulk grain container multimodal transport process,the process of bulk grain container multimodal transport was sorted out,and the different operation processes of each link were systematically evaluated.The risk of human,material,environment,management and other factors in the process of multimodal transport was qualitatively analyzed by pre-hazard analysis(PHA).The risk level was determined by combining the possibility of accidents caused by risk factors and the severity of accidents,and the corresponding preventive measures were formulated in order to reduce the risk factors,avoid and reduce the occurrence of accidents in the process of bulk grain container multimodal transport,which provided the basis for the construction of safety production management system in the whole process of bulk grain container multimodal transport.
