党内法规制度建设贯穿新的伟大工程:逻辑指向、功能阐释与实践路径

The Construction of Internal Party Regulations and Systems Running through a New Great Project:Logical Direction,Functional Interpretation and Practical Path

中国共产党管党治党历史经验表明,加强党内法规制度建设,是推进党的建设新的伟大工程的重要制度保障。从逻辑指向层面,党内法规制度建设既是新时代坚持和加强党的全面领导的现实诉求,又是不断推动全面从严治党的历史必然,还是着力增强党的长期执政能力建设的战略需要。从功能阐释层面,党内法规制度建设既是衡量党的运动水平的里程碑,是彰显“以人民为中心”的坐标系,还是锤炼出展现党的模范表率的先锋队。从实践路径层面,党内法规制度建设既要坚持党的建设政治性、针对性和实效性特质,又要秉持党的建设科学化、规范化和制度化体系,还要融入党的建设的各方面、全方位和全过程。

The historical experience of party building and governance of the Communist Party of China(CPC)shows that strengthening the construction of laws and regulations within the party is an important institutional guarantee for promoting the new great project of party building.From a logical perspective,it is not only a practical demand to adhere to and strengthen the comprehensive leadership of the Party in the new era,not only a historical necessity to continuously promote comprehensive and strict governance of the Party,but also a strategic need to focus on enhancing the long-term governance capacity of the Party.From the perspective of functional interpretation,it is not only a milestone in measuring the level of the Party's movement,not only a coordinate system to manifest the principle of“centering around the people”,but also a vanguard to demonstrate the Party's exemplary role model.From the perspective of practical path,we should not only adhere to the political,targeted and effective characteristics of Party building,not only uphold the scientific,standardized,and institutionalized system of Party building,but also integrate it into all aspects,directions,and processes of Party building.
