数字文明新形态是人类文明新形态与数字文明的融合互构,是马克思“生产力增长决定文明进步”思想的当代诠释,是中国共产党领导中国人民对科技发展与文明进步的自觉追求,是应对数字全球化机遇与挑战的现实需要,是在中国语境下建构“中国式数字文明”的必然选择。相较于数字资本主义因无法克服自身矛盾而引致数字异化、数字霸权、数字社会危机等问题,数字文明新形态将人的数字化全面发展视为根本立场,坚持以制度优势消解资本控制的隐患和数字化衰退,倡导以全球数字共同体超越技术民族主义,为世界数字文明建设贡献中国智慧。当前数字文明新形态尚处于起步阶段,社会主义现代化强国建设迫切需要数字文明进一步蜕变,一是要以党的领导贯穿数字发展全过程,坚持中国特色;二是要推进中华优秀传统文化与数字文明深度融创,彰显中国风格;三是以数字文明建设的重点突破带动整体推进,聚焦中国问题;四是要倡导全球数字治理共建共商共享,展现中国气派。

The new form of digital civilization is the integration and mutual construction of the new form of human civilization and digital civilization,and a contemporary interpretation of Marx's idea that“the growth of productive forces determines the progress of civilization”,the conscious pursuit of scientific and technological development and civilization's progress by the Chinese people under the leadership of the Communist Party of China,the realistic need for coping with the opportunities and challenges of digital globalization,and an inevitable choice for constructing a“Chinese-style digital civilization”in the Chinese context.Compared with digital capitalism,which is unable to overcome its own contradictions and leads to digital alienation,digital hegemony,digital social crises and other problems,the new form of digital civilization regards the comprehensive digital development of human beings as its fundamental stance,insists on dissolving the hidden dangers of capital control and digital recession with the institutional advantages of the new form of digital civilization,advocates the global digital community to transcend technological nationalism,and contributes to the construction of the world's digital civilization with China's wisdom.At present,the new form of digital civilization is still in the initial stage,and the construction of a strong and modernized socialist country urgently needs the further transformation of digital civilization.Firstly,the Party's leadership should guide the whole process of digital development while upholding the Chinese characteristics;secondly,it is necessary to promote the in-depth integration of the excellent traditional Chinese culture and digital civilization while highlighting the Chinese style;thirdly,it is necessary to drive the overall advancement with key breakthroughs in the construction of digital civilization while focusing on the issues of China;fourthly,it is necessary to advocate the shared negotiation,shared building and shared benefits in constructing the global digital governance with the features of the Chinese style.
