中部山地地区县域“双评价”研究——以湖北省巴东县为例

Study on 'Double Evaluations' of Counties in Mountainous Areas of Central China:A Case Study of Badong County,Hubei Province

资源环境承载能力和国土空间开发适宜性评价(以下简称“双评价”)是优化国土空间开发和保护格局的基本依据,也是编制国土空间规划的重要基础。山地地区具有特殊的自然环境和资源条件,而针对这类特殊区域的“双评价”技术方法关注较少。为此,本文首先总结了国家层面和部分省份“‘双评价’指南”的技术方法。在此基础上,从依据重要影响因素调整评价要素、突出特色增改评价指标和对照现状确定评价指标阈值等方面,提出了结合山地地区特殊性的中部县域“双评价”改进技术方法,并以湖北省恩施土家族苗族自治州巴东县为例进行了应用研究。以期为山地地区县域尺度的“双评价”实践提供一定的参考,更好地服务于国土空间规划与生态文明建设。

The evaluation of the carrying capacity of resources and environment and the suitability of national territory space development(hereinafter referred to as the 'double evaluations') are the basic basis for optimizing the pattern of national territorial space development and protection,and an important foundation for compiling national territorial spatial planning.The mountainous area has special natural environment and resource conditions,and the 'double evaluation' technical methods for such special areas are less concerned.To this end,the study summarizes the technical methods of 'double evaluations' guidelines at the national level and in some provinces firstly.On this basis,from the aspects of adjusting the evaluation elements according to the important influencing factors,highlighting the characteristics and changing the evaluation index,and determining evaluation index threshold according to the current situation,the improved technology method of 'double evaluation' in central counties combining the particularity of mountainous areas is proposed.Then Badong County,Hubei Province is taken as an example to conduct applied research.It is expected to provide a certain reference for the practice of 'double evaluations' at the county scale in mountainous areas,and better serve the national territorial space planning and ecological civilization construction.
