面向共同富裕的目标,必须坚持农业农村优先发展,加快推进城乡融合发展。新时代进一步推进城乡融合发展仍存在定位、发展和分配的三大关键考验,其中定位考验以三农边界的动态界定为主,发展考验包括处理好农业与其他产业、乡村振兴与新型城镇化、城乡建设与生态保护等关系,分配考验在于缩小城乡收入差距以及实现机会公平。为应对三大关键考验,我国人口、要素、能源、产业和分配将发生新的结构性变革。具体来看,要以产业结构促进农业与其他产业深度融合,以人口结构和要素结构实现乡村振兴与新型城镇化协调开展,以产业结构、要素结构、人口结构三者协同发力深入阐释三农概念的动态定位,以能源结构推动城乡建设与绿色低碳的同步进行,以分配结构变革缩小城乡差距,最终实现共同富裕目标下的城乡融合高质量发展。

To achieve the goal of common prosperity,we must prioritize the development of agriculture and rural areas and accelerate the integration of urban and rural development.In the new era,there are still three key tests of positioning,develop-ment,and distribution to further promote urban-rural integration and development.Among them,the positioning test mainly fo-cuses on the dynamic definition of the boundary between agriculture,rural areas,and farmers.The development test includes handling the relationship between agriculture and other industries,rural revitalization and new urbanization,urban-rural con-struction and ecological protection,etc.The distribution test lies in narrowing the urban-rural income gap and achieving equal opportunities.In response to the three key tests,China will undergo new structural changes in population,factors,energy,indus-try,and distribution.Specifically,we should achieve the deep integration of agriculture and other industries with the reform of in-dustrial structure,achieve the coordinated development of rural revitalization and new urbanization with the reform of population structure and factor structure,achieve the dynamic positioning of the concept of agriculture,rural areas and farmers with the coor-dinated efforts of industrial structure,factor structure and population structure,achieve the synchronization of urban and rural construction and green low-carbon with the reform of energy structure,and narrow the urban-rural gap with the reform of distri-bution structure.Ultimately,we will achieve high-quality development of urban and rural integration under the goal of common prosperity.
