面向中国式现代化:共同富裕与乡村振兴的内在耦合与实践进路

A Vital Component of the Chinese Path to Modernization:Intrinsic Coupling and Practice Approach of Common Prosperity and Rural Revitalization

全面推进全体人民共同富裕、全面推进乡村振兴,是党中央着眼全面建成社会主义现代化强国做出的重要战略要求和部署。实施乡村振兴战略,推进全体人民共同富裕,皆是全面建设社会主义现代化国家、实现中华民族伟大复兴的重要内容,共同构成了中国式现代化的重要组成部分。中国式现代化的中国特色赋予了共同富裕与乡村振兴新的时代内涵。在中国式现代化重要视域下,扎实推进共同富裕与大力推进乡村振兴具有内在耦合性,即两大战略推进实施进程中的价值目标、实践主体和实践内容彼此契合。基于两大战略举措的内在耦合性,把握“乡村振兴助力共同富裕”的实践进路,要坚持党政协同发力、合力攻坚,要深化新发展阶段农村制度体系改革,要统筹兼顾、科学推进“五大振兴”、坚持物质与精神“两手抓、两手都要硬”,要充分发挥人民群众主体积极性、创造性,从而全面推进我国高质量发展、全面建设社会主义现代化国家。

Comprehensively promoting common prosperity for all and rural revitalization is an important strategic requirement and deployment of the Party Central Committee with a view to building a modern and strong socialist country in an all-round way.Both the implementation of the rural revitalization strategy and the promotion of common prosperity for all are the important elements in the comprehensive construction of a modern socialist country in an all-round way and the realization of the great rejuvenation of the Chinese nation,which together constitute an important part of the Chinese path to modernization.China's characteristics of the Chinese path to modernization endow common prosperity and rural revitalization with new era connotation.From the important perspective of Chinese-style modernization,there is an intrinsic coupling in the solid and vigorous promotion of common prosperity and rural revitalization,namely,the value objectives,practice subjects and practical contents of the two strategies keep in line with each other in the process of their implementation.Based on the intrinsic coupling of the two strategies and the practice approach that “rural revitalization helps common prosperity”,it is necessary to adhere to the coordinated efforts of the Party and the government to tackle tough problems,deepen the reform of the rural system in the new development stage,take into account the overall consideration to scientifically carry forwards the “five major rural revitalization”,stick to the principle of “grasping with two hands and being hard with both” in material and spiritual construction,and give full play to the enthusiasm and creativity of the main body of the people,so as to comprehensively promote China's high-quality development and build a modern socialist country in all respects.
