Modernization of Frontier Security Governance and Construction of Neighborhood Security Community

边疆安全是国家安全的重要构成部分,同时,边疆安全是国家安全的主要短板。推进国家安全体系和能力现代化,必须重点推进边疆安全体系和能力现代化。中国边疆地区与周边国家存在天然的地缘关系,边疆安全治理离不开与周边国家的联动协同与互助合作。构建周边安全共同体旨在增强与周边国家之间的安全互信和利益共享,营造一个安全稳定、开放包容、互利共赢的周边环境。在推进边疆安全治理现代化的过程中,要主动经略和塑造周边国家的安全环境,把构建周边安全共同体作为这一进程的重要目标,以双边或多边安全预警预防机制、安全处置机制、安全能力建设机制等的耦合形成为抓手,全面提升跨国跨境安全治理效能。

Frontier security is a crucial component of national security;simultaneously,it represents a significant vulnerability in national security.To promote the modernization of the national security system and capacity,we must focus on the modernization of the frontier security system and capacity.Frontier areas in China have a natural geographical relationship with neighboring countries,and frontier security management cannot be separated from the linkage,cooperation and mutual assistance with neighboring countries.The purpose of building a neighborhood security community is to enhance security trust and benefit sharing with neighboring countries,and create a secure,stable,open,inclusive,mutually beneficial and win-win neighborhood environment.In the process of promoting the modernization of frontier security governance,it is necessary to actively manage and shape the security environment of neighboring countries,take the building of a neighborhood security community as an important goal of this process,and take the coupling formation of bilateral or multilateral security early warning and prevention mechanisms,security response mechanisms,and security capacity building mechanisms as a starting point to comprehensively improve the effectiveness of cross-border security governance.
