环境规制提升了工业产能利用率吗?——基于经济增长竞争的调节效应分析

Do Environmental Regulations Improve Industrial Capacity Utilization?——Based on the Moderating Effect Analysis of Economic Growth Competition

统筹实现生态环境质量持续改善及稳步提升工业产能利用率是高质量发展的题中之义。本文基于2001-2017年省际面板数据,综合运用面板固定效应与交互效应模型,实证检验了环境规制、经济增长竞争及其二者交互影响对工业产能利用率的影响。研究发现:环境规制、经济增长竞争与工业产能利用率之间均呈显著倒U型非线性形态关系;环境规制与经济增长竞争的交互作用对提高工业产能利用率起到显著作用,这种正向促进作用在东部地区尤为突出。为此,要持续强化地方政府生态环境治理的红线意识,精准优化环境规制工具组合,适度把握环境规制强度区间范围,逐步完善地方政府经济增长目标结构与绩效考核体系,统筹推进生态环境治理与新兴产能投资,加快引导地方政府在推动工业结构优化升级的绿色创新“赛道”中开展“逐顶竞争”,加快推动实现环境质量好转与工业产能利用率提高的双赢目标。

Coordinating the continuous improvement of ecological environment quality and steadily increasing the utilization rate of industrial production capacity is the essence of high-quality development.This article is based on inter provincial panel data from 2001 to 2017,and comprehensively uses panel fixed effects and interaction effects models to empirically test the impact of environmental regulation,economic growth competition,and their interaction on industrial capacity utilization.Research has found that there is a significant inverted U-shaped nonlinear relationship between environmental regulation,economic growth competition,and industrial capacity utilization rate;The interaction between environmental regulations and economic growth competition plays a significant role in improving the utilization rate of industrial capacity,and this positive promoting effect is particularly prominent in the eastern region.To this end,it is necessary to continuously strengthen the red line awareness of local governments in ecological and environmental governance,accurately optimize the combination of environmental regulation tools,moderately grasp the range of environmental regulation intensity,gradually improve the local government’s economic growth target structure and performance evaluation system,coordinate the promotion of ecological and environmental governance and emerging production capacity investment,and accelerate the guidance of local governments to carry out“top to top competition”in the green innovation“track”of promoting industrial structure optimization and upgrading,Accelerate the promotion of the win-win goal of improving environmental quality and increasing industrial capacity utilization.
