Constructing Rural Governance Community,What Can Social Work Do?A Case Study of Village L in Fujian Province

乡村社区治理共同体构建是应对乡村治理挑战的重要方略,也是农村社会工作的重要指向。福建省L村的案例展现了乡村社区治理面临的问题及社会工作参与社区治理共同体建构的过程。面对乡村治理主体薄弱、治理行动缺乏、共同体衰落的问题,社会工作通过视角转变、意识激活和再组织化,实现治理主体的激活;通过资源整合、机制建立、示范带动,激发多元主体的治理行动;通过情感连接、利益连接、文化连接,实现关系网络的连接。激活治理主体、激发治理行动、连接关系网络的实践过程为社会工作参与乡村社区治理共同体构建提供了路径参考。

The construction of rural governance community is an important strategy to deal with the challenges of rural governance,and it is also an important direction of rural social work.Based on the case of L village in Fujian Province,this paper shows the problems faced by rural governance and the social work practice.With the problems of weak subjects of rural governance,lack of governance actions,and extinction of the community,social work activates governance subjects through perspective change,consciousness activation,and reorganization.It stimulates the governance actions of multiple subjects through resource integration,mechanism establishment,and demonstration,and connects the relationship through emotional connection,interest connection,and cultural connection.The process of activating governance subjects,stimulating governance actions and connecting relationship provides a path reference for social work to participate in the construction of rural governance community.
