上海市重大交通建设工程要素保障工作研究

Research on the Guarantee Work of Major Transportation Construction Engineering Elements in Shanghai

重大交通建设工程要素保障对于项目前期以及全过程推进具有重要作用。本文依据上海市相关行业管理规定,梳理项目三个阶段中,资源性要素摸排和占补平衡、制约性要素协调推进的目标任务。结合某轨道交通停车场及车站项目,具体阐述以可实施性为目的开展前期要素排摸和平衡研究工作,使得后续建设计划更趋于科学合理,同时提出优化重大交通建设工程要素保障工作的四项建议。

The guarantee of major transportation construction project elements plays an important role in the early stage and the entire process of the project.This article,based on the relevant industry management regulations of Shanghai,outlines the target tasks of resource element allocation,balance of occupation and compensation,and coordinated promotion of restrictive elements in the three stages of the project.Based on a certain rail transit parking lot and station project,this paper elaborates on the preliminary element planning and balance research work aimed at feasibility,making the subsequent construction plan more scientific and reasonable.At the same time,four suggestions are proposed to optimize the element guarantee work of major transportation construction projects.
