存量规划背景下的交通拥堵防治策略及方法研究——以广州市黄埔区为例

Research on Traffic Congestion Prevention Strategies and Methods Under the Background of Stock Planning:a Case Study of Huangpu District,Guangzhou

随着城市化进程的不断推进,城市已从“增量规划”转变为“存量规划”。城市更新是典型的“存量规划”,其对提升城市形象、满足人民群众日益增长的美好生活需要以及促进经济社会持续健康发展具有重要意义,但对交通系统提出了更高的要求。以广州市黄埔区为例,通过对现状交通系统的问题分析以及未来城市更新后的交通需求预测,提出开展交通拥堵防治的必要性;进一步提出拥堵防治的目标和策略,并以策略为导向,从道路网络、公共交通、慢行系统、货运交通、智慧交通等方面提出具体的防治方法。该方法可以为国内其他城市更新项目的交通改善提供参考与借鉴。

With the continuous advancement of urbanization,the city has changed from"incremental planning"to"stock planning".Urban renewal is a typical"stock planning",which is of great significance to improve the image of the city,meet the growing needs of the people for a better life and promote the sustainable and healthy development of economy and society,but it puts forward higher requirements for the transportation system.Taking Huangpu District of Guangzhou as an example,this paper puts forward the necessity of traffic congestion prevention and control through the analysis of the problems of the current traffic system and the prediction of traffic demand in the future;Further put forward the objectives and Strategies of congestion prevention and control,and put forward specific prevention and control methods from the aspects of road network,public transportation,non-motorized traffic system,freight transportation,intelligent transportation and so on.This method can provide reference for the traffic improvement of renewal projects in other cities.
