乡村振兴背景下农村体医融合的发展机遇、挑战与策略

Development opportunities,challenges and strategies of rural physical and medicine integration under the background of rural revitalization

运用文献资料法,聚焦乡村振兴战略实施背景下农村体医融合所面临的政策部署、经济发展和城乡融合“三大机遇”。研究发现,存在“政策法规漂浮、管理缺位且缺乏合作,人、物、财力资源稀缺且配置不合理,参与主体的流失及体医融合意识淡薄”等三大挑战。提出建立健全体医融合政策法规体系,推动体医部门协同发力;发挥政府调控和市场机制作用,补齐体医融合资源短板;坚持城乡融合发展,引导主体回流、增强体医融合意识等三大策略。

By using the method of literature,this paper analyzes the“three opportunities”of policy deployment,economic development and urban-rural integration in the context of the implementation of rural revitalization strategy.It is found that there are three major challenges:floating policies and regulations,absence of management and lack of cooperation,scarcity and unreasonable allocation of human,physical and financial resources,loss of participants and weak awareness of physical and medical integration.And three mayor strategies such as establishing and improving the policy and regulation system of physical medicine integration,and promating the collaborative efforts of physical medicine departments;giving full play to the role of government regulation and market mechanism to make up for the shortcomings of physical and medical integration resources;adhering to the integration of urban and rural development,guiding the main body to return,and enhancing the awareness of physical and medical integration were proposed.
