进一步发挥进博会溢出效应主要着力点是:平台搭建更加合理高效,市场主体的积极性创造性得以有效发挥,相关配套政策的形成机制更加科学顺畅。主要突破口包括:全面扩大贸易溢出效应,强化进博会的资源集散平台功能;持续扩大投资溢出效应,加强招商市场化、投资便利化政策配套协同;逐步提升论坛国际影响力,推动虹桥国际经济论坛全球化、高端化;不断加强制度建设,构建进博会配套政策的部门行业协调机制。

The main focus of further exerting the spillover effect of the CIIE is to build a more reasonable and efficient platform,effectively bring into play the enthusiasm and creativity of market players,and make the formation mechanism of relevant supporting policies more scientific and smooth.The main breakthroughs include:comprehensively expanding the trade spillover effect,strengthening the function of the Fair as a resource distribution platform;continuously expanding the investment spillover effect,strengthening the marketization of investment promotion and investment facilitation policy support synergies;gradually enhancing the international influence of the Forum,promoting the globalization and high-end of the Hongqiao International Economic Forum;and continuously strengthening the system construction,building the sectoral and industrial coordination mechanism for the supporting policies of CIIE.
