确保国家粮食安全是制度优势转化为治理效能的现实表征,数字技术赋能国家粮食安全治理以实现国家粮食安全是需要深入研究的时代课题。数字技术赋能国家粮食安全治理有着保障国家生存与发展的制度逻辑、维护人民群众根本利益的价值逻辑、屹立于世界民族之林的发展逻辑。从现实向度看,数字技术极大提升了国家粮食安全治理能力,但仍面临信息孤岛制约治理资源集聚、技术应用滞后阻碍数字红利释放、外部风险增加扰乱粮食产业数字化转型周期等问题。为此,要坚持确保“谷物基本自给,口粮绝对安全”的中国理念,坚持加强数字技术在国家粮食安全治理中研发与应用推广力度的中国思路,坚持“藏粮于地、藏粮于技”和“我们的饭碗应该主要装中国粮”的中国范式,提升数字时代国家粮食安全治理现代化的能力和水平。

Ensuring national food security is a realistic representation of the transformation of institutional advantages into governance effectiveness.Enabling national food security governance by digital technology to achieve national food security is a contemporary topic that needs in-depth research.Digital technology enabling national food security governance has the system logic of ensuring national survival and development,the value logic of safeguarding the fundamental interests of the people,and the development logic of standing in the forest of nations worldwide.From a practical perspective,digital technology greatly improved the food security governance capacity.However,problems such as information silos restricting the concentration of governance resources,the lagging of technology application hindering the release of digital dividends,and increasing external risks disrupting the digital transformation cycle of the food industry.Therefore,we should adhere to the Chinese concept of ensuring“basic self-sufficiency in grains and absolute food security”,adhere to the Chinese approach of strengthening the research and development and application of digital technology in national food security governance,and adhere to the Chinese paradigm of“storing grain in the ground and storing grain in technology”,and“our rice bowls should be mainly filled with Chinese grain”,enhancing the capacity and level of national food security governance modernization in the digital era.
