基于“省公顷”生态足迹的广西石漠化地区生态补偿研究

Research on Ecological Compensation in Rocky Desertification Areas of Guangxi Based on the Ecological Footprint of“Provincial Hectares”

石漠化地区人地矛盾大,生态资源贫乏,为了促进石漠化地区的可持续发展,需要建立一套生态补偿机制,其中合理生态补偿标准是该机制的基础,而现有的研究很少涉及石漠化地区生态补偿标准。因此,本文以广西石漠化主要分布的7个市为研究区域,结合各市2021年相关资料,基于“省公顷”生态足迹模型,首先对石漠化各市生态盈亏进行定量分析,然后结合各市经济发展水平与生态系统服务价值对广西石漠化各地级市生态补偿额度进行定量分析,结果表明:广西石漠化主要分布的7个市均处于生态亏损状态,需要对外支付的生态补偿总额为1912.08亿元,这个补偿主要用于耕地与化石能源用地的生态补偿。基于以上结果对广西石漠化地区经济可持续发展提出了相关建议。

The contradiction between human and land in rocky desertification areas is significant,and the ecological resources are scarce.In order to promote sustainable development in rocky desertification areas,it is necessary to establish a set of ecological compensation mechanisms,with reasonable ecological compensation standards as the basis.However,existing research rarely involved ecological compensation standards in rocky desertification areas.Based on the“provincial hectares”ecological footprint model,this paper took the seven cities with the main distribution of rocky desertification in Guangxi as the research area.Combined with the relevant data of each city in 2021,the paper first quantitatively analyzed the ecological profit and loss of rocky desertification cities,and then combined the economic development level and ecosystem service value of each city to quantitatively analyze the ecological compensation quota of various cities in Guangxi rocky desertification.The results showed that the seven cities with main distribution of rocky desertification in Guangxi were in a state of ecological loss.The total amount of ecological compensation to be paid was 191.208 billion yuan,which would be mainly used for ecological compensation of cultivated land and fossil energy land.Based on the above results,this paper put forward relevant suggestions for the sustainable economic development of rocky desertification areas in Guangxi.
