上海生物医药技术创新系统功能框架分析研究

Research on functional approach of biopharmaceutical technological innovation system in Shanghai

摘要 为缩小我国与美日欧等在生物医药领域的差距,近十年来政府大力推进生物医药科技创新。上海等生物医药产业高地率先建立生物医药技术创新系统,以促进新技术发现和应用。本研究首次采用包含技术方向确认、知识创新扩散、资源引导、市场形成、指导引领、社会制度合理性建立等六大功能的技术创新系统功能框架来分析上海的生物医药技术创新系统。研究发现该创新系统初显成效,但在企业创新主体作用、知识扩散和资源供给等方面仍需加强。建议提升企业主导创新角色作用,加强系统内外联系和完善生物医药上市融资机制。 In order to narrow the gap between China and technology giants such as the United States,Japan,and Europe in the field of biopharmaceutics,the government has vigorously promoted biopharmaceutical science and technology innovation in the past decade.Shanghai and other biopharmaceutical industry highlands have taken the lead in establishing a biopharmaceutical technological innovation system(TIS)to promote the discovery and application of new technologies.This study is the first to analyze the biopharmaceutical TIS in Shanghai using a function framework that includes six major functions:influence on the direction of search,knowledge development and diffusion,resource mobilization,market formation,enhance networking,legitimation.The results show that it has achieved initial results,but there are still shortcomings in the role of enterprise innovation subject and technology,the diffusion of knowledge innovation,and the supply of resources.Strategic suggestions enhancing the leading innovation role of enterprises,strengthening internal and external connections within the system,and improving the financing mechanism for biopharmaceutics.
