摘要
“申请—考核”制是我国博士研究生招生制度的重大改革,招生单位不断优化申请条件、完善“申请—考核”制招生流程有助于最大限度发挥该招生制度的选才成效。针对中国林业科学研究院在试行博士研究生“申请—考核”制过程中反映出的问题,探索有针对性的改进措施,并在研究生群体和教师群体中开展调研。提出适度放宽申请条件;实行材料审核积分制;引入“院外双向匿名评审”制;推广导师课题组考核方式;弱化博士科研计划书的形式要求;强化培养环节管理,严把中期考核淘汰关和学生毕业出口关等措施。这些措施将进一步提升“申请-考核”招生制度的公平性和招生流程的规范性,并为其他高校和科研院所推进和优化“申请—考核”体系提供借鉴。
It is an important exploration for doctoral enrollment in China by introducing and implementing the application-evaluation system.The effect of scientific talent discrimination could be maximized only if the enrollment institution improves the application requirement and the appraisement procedure continually.Some reform methods were explored to improve the application-evaluation doctoral enrollment system in Chinese Academy of Forestry.Before applying these strategies,a survey was implemented within graduates and teachers(supervisors and graduate managers).Based on the survey result,a reform scheme was proposed including reducing the application requirement in terms of English and publication papers properly,formulating the scoring rules to application documents,introducing the bidirectional anonymous evaluation system,making the specific assessment by the supervisor research team to applicants more popular,decreasing the format requirement to research prospectus,emphasizing the training process by eliminating the unqualified individuals strictly and improving the graduation requirement.All these innovation strategies will contribute to optimize the fairness of the applicationevaluation system and the standardization of enrollment procedure.Furthermore,our exploration will provide a practical reference for other colleges and institutions and help to push on and optimize the applicationevaluation doctoral enrollment system.
