兼顾满意与稳定的应急救援服务供需匹配决策 被引量:1

摘要 突发事件的紧迫性与不确定性为社会发展带来了巨大的挑战,开展突发事件应急救援服务具有重要的意义,在解决突发事件应急救援服务供需匹配问题中,如何获得既“满意”又“稳定”匹配方案的难题,提出一种兼顾满意与稳定的应急救援服务供需双边匹配方法,为提高突发事件的应急处置能力奠定基础。使用PROMETHEEⅡ两两比较的方法,通过一方主体将另一方主体进行两两优势比较,获得每个匹配主体的总优先指数,在此基础上,构建基于总优先指数的匹配满意度函数,建立满意稳定的应急救援服务供需双边匹配模型。兼顾满意与稳定的应急救援服务供需匹配方法具有更强的适用性和可操作性,能有效提高突发事件应急救援服务供需匹配的效率,减少无效的匹配决策,降低匹配的成本。 The urgency and uncertainty of emergencies have brought great challenges to social development,so it is of great significance to carry out emergency rescue services.In order to solve the problem how to obtain a“satisfaction”and“stability”solution in the supply and demand matching of emergency rescue services,a two-sided matching decision making of emergency rescue services supply and demand considering satisfaction and stability is proposed.It provides a basis for improving the ability to deal with emergencies.Using PROMETHEE Ⅱ pairwise comparison method,the overall priority index of each matching agent is obtained by comparing the advantages of one agent with the other.On this basis,a matching satisfaction function based on overall priority index is constructed.Thus a two-sided matching model of emergency rescue services supply and demand considering satisfaction and stability is developed.The two-sided matching method of emergency rescue services supply and demand considering satisfaction and stability has stronger applicability and operability.It can effectively improve the efficiency of matching supply and demand of emergency rescue services,reduce invalid matching decision making,and reduce the cost of matching.
