复杂艰险地区重大铁路工程组织韧性影响因素研究

摘要 我国西南复杂艰险地区重大铁路工程建设,由于地质条件极其复杂、自然灾害频发、高原高寒缺氧、生态环境极为脆弱、建设保障条件极端匮乏等,亟需构建高度韧性的项目组织系统。将复杂艰险地区重大铁路工程组织视为一个由多元异质主体构成的项目组织系统,将其作为研究对象,从组织间与组织内部两个维度分析提取组织韧性的主要影响因素,基于解释结构模型(ISM),分析组织韧性影响因素之间的内在逻辑关系和层次结构,并从组织间及组织内部两个维度提出了复杂艰险地区重大铁路工程组织韧性能力提升建议。研究成果对提升我国复杂艰险地区重大工程建设的组织韧性具有实用价值和参考依据。 The complex and dangerous areas in southwestern China are currently and will be one of the key areas for major railway construction in the future.Due to the enormous impacts and challenges of extremely complex geological conditions,frequent natural disasters,high altitude cold and hypoxia,extremely fragile ecological environment,and extremely scarce construction guarantee conditions,it is urgent to build a highly resilient project organization system for major railway engineering construction in complex and dangerous areas.This study regards major railway engineering organizations in complex and dangerous areas as a project organization system composed of diverse and heterogeneous entities,and takes it as the research object.Firstly,the main influencing factors of organizational resilience are extracted from the dimensions of inter-organization and internal organization.Then,based on the Interpretative Structure Model(ISM),the internal logical relationship and hierarchical structure of the influencing factors of organizational resilience are analyzed,Finally,suggestions were put forward to enhance the resilience of major railway engineering organizations in complex and dangerous areas from both inter-organizational and internal dimensions.The research results of this study have practical value and reference basis for improving the organizational resilience of Megaproject in complex and dangerous areas of China.
