The Strong Effectiveness and Improvement Path of CPPCC Consultation in Democracy Practice of Developing Whole-process People’s Democracy

人民政协协商作为全过程人民民主的重要实践形式,以专门协商机构特定的平台路径、独特的功能优势和作用机理,在践行发展全过程人民民主实践中取得了巨大成效,产生了强大效能。然而,政协协商是一个需要不断优化和提升的实践过程,政协协商的制度程序和运行方式尚需进一步健全完善,协商民主的载体与方式发展不平衡、覆盖不全面的状况亟待改善,政协协商在城乡基层治理中的力量与作用还需不断强化,人民政协组织自身的协商能力和水平也要不断提升。为了持续优化政协协商,提升政协协商践行发展全过程人民民主的效能,必须坚持党的全面领导,加强政协协商的制度化、规范化和程序化等功能建设,严格遵循政协协商的客观规律,切实提高政协协商的实效性,不断加强人民政协协商民主能力建设。

As an important practical form of implementing whole-process people’s democracy,people’s political consultation at the People’s Political Consultative Conference(CPPCC)has achieved great success in practice through its specific platform path,unique functional advantages and mechanism,and has produced strong effectiveness.However,CPPCC consultation is a practical process that needs to be continuously optimized and improved.The system procedures and operational methods of CPPCC consultation need to be further improved,and the development of the carrier and methods of political consultation democracy is imbalanced and not comprehensive enough.The strength and role of CPPCC consultation in urban and rural grassroots governance still need to be continuously strengthened.The consultation capacity and level of the CPPCC organization itself also need to be continuously improved.To continuously optimize political consultation at the CPPCC and improve its effectiveness in practice of developing whole-process people’s democracy,we must adhere to the overall leadership of the Party,strengthen the institutionalization,standardization,and procedures of political consultation at the CPPCC,strictly follow the objective laws of political consultation at the CPPCC,substantially enhance its effectiveness,and constantly strengthen the construction of political consultation democracy capacity at the CPPCC.
