“共富联合体”:共同富裕视域下村级集体经济的再建与形塑——基于嘉兴市的实践研究

“Common Prosperity Consortium”:On the Reconstruction and Shaping of the Village-Level Collective Economy from the Perspective of Common Prosperity——A Practical Research in Jiaxing

以共同富裕为导向,加快创新发展村级集体经济,既是破解财政扶持背景下村集体“地租经济”发展困境的现实需求,也是进一步激活乡村资源、创新平台载体、加快利益联结进而发展农村事业、增进农民福祉的关键所在。共同富裕示范区建设过程中,嘉兴等地深入开展了以村级集体经济为核心的强村富民改革,创新推出了以共富工坊、共富大棚、共富菜园、共富码头等为代表的共富产业项目,打造了资源盘活、服务提升、众筹共建、抱团发展型的“共富联合体”,从创新要素发掘新空间、细化富民增收颗粒度、激发资源要素联立效应等方面,形塑了村级集体经济创新发展的路径模式与演化机制。

Accelerating the innovative development of the village-level collective economy under the guidance of common prosperity is not only a practical need to address the development challenges in the“land rent economy”faced by village collectives in the context of financial support but also a crucial step towards further activating rural resources,innovating platform carriers,promoting mutual interest alignment,and subsequently advancing rural undertakings and enhancing farmers'well-being.In the construction process of the common prosperity demonstration zone,Jiaxing and other regions have undertaken extensive reforms with the village-level collective economy as the core to strengthen villages and enrich the people.They have launched innovative industrial projects for common prosperity including common prosperity workshops,common prosperity greenhouses,common prosperity vegetable gardens,and common prosperity docks.These projects have fostered a“common prosperity consortium”of resource revitalization,service improvement,crowdfunding and co-construction,and group development,which has shaped the path and evolutionary mechanism of the innovative development of the village-level collective economy by exploring new opportunities through innovative elements,refining the strategies for enhancing people's income,and harnessing the combined effect of resources and elements.
