大型高速公路建设项目电子档案管理应用实践

Application Practice of Electronic Archives Management in Expressway Construction Projects

随着信息技术的快速发展,高速公路建设项目的造价、质量、安全等业务均通过信息化系统进行管理。伴随项目建设进程产生的电子文件越来越多,传统纸质的档案管理已不能满足项目管理要求。电子文件归档以及电子档案管理是新时期高速公路建设项目档案管理发展的必然趋势。依托广东省高速公路有限公司在建项目,结合广东省“双套制”档案管理模式应用情况,立足高速公路建设项目电子档案管理流程,针对管理过程中参建单位多、项目建设周期长、电子文件范围广等特点,从拓展电子档案业务应用范围、加深电子档案应用深度和提升电子档案管理一体化水平等三个维度提出优化方案并进行实践应用。

With the rapid development of information technology,the cost,quality,safety and other services of highway construction projects havebeen managed by information system.More and more electronic documents have been generated along with the project construction process,and the traditional paper project file management can not meet the requirements of project management.Electronic document archiving and electronic file management have been the inevitable trend of the development of highway construction project file management in the new era.Relying on the project under construction of Guangdong Provincial Freeway Co.,Ltd.,beingcombined with the application of the“double system”file management mode in Guangdong Province,based on the electronic file management process of expressway construction projects,aiming at the characteristics of many participating units,long project construction cycle and wide range of electronic documents in the management process,the optimization scheme has been proposed and applied from such three dimensionsas expanding the scope of electronic archives business application,deepening the depth of electronic archives application and improving the integration level of electronic archives management.
