摘要
高校绩效生产是在生产理论指导下高校绩效的形成与发展过程。绩效是一个复杂多样的概念,是一个多维的结构体。完整的绩效概念是组织或个体行为过程和要素结构的集体表达,是多种要素在绩效生产过程中的综合反映。同时,绩效不等同于产出,绩效的内核是价值,实质上是多元价值建构的产物。高校绩效不同于企业绩效、政府绩效,其独特类型属性决定了高校绩效生产过程要拓展传统“投入—产出”模型,以“目标环”“行动环”“结果环”构成多要素、多层次的结构模型,并通过绩效信息流动进行绩效表达。促进高校绩效生产,要整合多元价值,以战略导向强化多层级组织协同,建立多元主体合作生产机制,建构系统化、整体化绩效评价制度体系以及推动全过程绩效信息采集与应用。
Performance production in colleges and universities is the process of formation and development of performance under the guidance of production theory.Performance is a complex and diverse concept and a multi-dimensional structure.The complete concept of performance is the collective expression of the behavior process and element structure of an organization or individual,and the comprehensive reflection of various elements in the production process of performance.At the same time,performance is not equal to output.The core of performance is value,which is essentially the product of the construction of multiple values.University performance is different from enterprise performance and government performance,and its unique type attributes determine that the performance production process of colleges and universities should go beyond the traditional"input-output"model,and form a multi-factor and multi-level structural model with"goal ring","action ring"and"result ring",and express the performance through the flow of performance information.To promote performance production in colleges and universities,it is necessary to integrate multiple values,strengthen multi-level organizational collaboration with strategic guidance,establish a multi-subject cooperative production mechanism,construct a systematic and integrated performance evaluation system,and promote the collection and application of performance information in the whole process.
