新时代生态环境治理体系视域下的共建共治共享研究

A Research on Collaboration,Participation and Common Interests from the Perspective of Ecological Environment Governance System in New Era

生态治理是社会主义生态文明建设的重要内容,也是在生态领域推进国家治理体系和治理能力现代化的必然要求。随着中国特色社会主义进入新时代,在生态治理理论和实践持续优化创新的探索进程中,构建了共建共治共享的特色生态治理制度,并借重一系列制度化过程实现向治理效能的转换。缘于当前生态治理面临的突出短板,共建共治共享生态治理制度亟须在全面深化改革的总目标中不断推进自身的成熟定型,在加强责任政治建设中全力优化相关权能设置,在生态产品的公正分配中日益弥合制度的“社会边界”,在推进数字治理中继续提升制度的基层生态治理能力。

As an important part of constructing socialist ecological civilization,ecological governance is an inevitable requirement for the modernization of China's governance system and capacity in the ecological field.The ecological governance system based on“collaboration,participation and common interests”has been constructed gradually in the exploration of the continuous optimization and innovation of ecological governance theory and practice,as socialism with Chinese characteristics entering a new era.The system has been releasing governance effectiveness through a series of institutional progresses.Due to the major disadvantages faced by current ecological governance,the system needs to approach its maturity in the general purpose of comprehensively deepening reform,optimize the relevant power setting in strengthening the political construction of responsibility,increasingly bridge the Social Boundary of the system in the fair distribution of ecological products,and continue to promote the system's primary-level ecological governance capacity in enhancing digital governance.
