新时代教育评价改革效能监测的结构模型与技术路径 被引量:1

摘要 新时代教育评价改革是建设高质量教育体系、实现中国式教育现代化的国家性改革举措,直接决定着我国教育事业未来发展航向。效能监测作为新时代教育评价改革研究的新视角,是对高质量推动新时代教育评价改革、加快建设教育强国进程的有效回应。从教育学、经济学和组织学视角来看,差异性、发展性和系统性是新时代教育评价改革效能的基本表征。新时代教育评价改革效能监测以推进高质量教育体系建设为评价监测目标取向,以完善新时代教育评价对象为评价监测主体取向,以变革新时代教育评价范式为评价监测标准取向。围绕党委和政府、学校、教师、学生、用人单位等五大评价主体,基于教育评价目标、评价过程、评价方法、评价结果监测等四大向度,构建新时代教育评价改革效能监测“四效一体”结构模型。为通过数据循证高效驱动教育评价改革,新时代教育评价改革效能监测可遵循以下技术路径:一是搭建完备教育评价改革数据采集系统,形塑数据监测平台;二是增强教育评价改革数据循证算法算力,赋能评价数据处理;三是定期发布评价改革效能监测报告,循证牵引决策制定。 The education evaluation reform in the new era is a national strategy in building a high-quality education system and realizing the modernization of Chinese-style education,which directly guides the future development of China’s education.As a new perspective of education evaluation reform research in the new era,performance monitoring is an effective response to promote education evaluation reform in the new era with high quality and accelerate the process of building a leading nation in education.From the perspectives of education,economics and histology,the basic characteristics of the performance of educational evaluation reform in the new era lies in differentiation,development and systematization.The performance monitoring of education evaluation reform in the new era takes the promotion of high-quality education system as the evaluation goal,the improvement of the education evaluation object in the new era as the evaluation subject,and the reform of the education evaluation paradigm in the new era as the evaluation standard.Focusing on the five major educational subjects such as party committees,governments,schools,teachers,students and employers,the“four-in-one”structural model of the performance monitoring of education evaluation reform in the new era was constructed based on the four dimensions of educational evaluation objectives,evaluation process,evaluation methods,and evaluation results monitoring.In order to drive education evaluation reform through data-based evidence and efficiency,the performance monitoring of education evaluation reform in the new era follows the following technical paths:the first is to build a complete data collection system for education evaluation reform and shape a data monitoring platform;the second is to enhance the computing power of evidence-based algorithms for educational evaluation reform data and empower evaluation data processing;the third is to periodically publish monitoring reports on the performance of evaluation and reform,and make decisions based on evidence.
